Buhari President urges governors to pay owed salaries

President Muhammadu Buhari has urged governors who are owing workers in their states to settle the outstanding salaries.

Buhari further challenged the governors to find means of settling the issue which has brought untold hardship to thousands of families.

The President made the calls on Monday, June 29, 2015, during the inauguration of the National Economic Council in Abuja.

Buhari also said that since the task of ensuring growth, job creation and equity, “is enormous, leaders must kick-start the process by cultivating a culture of prudent management of resources at all levels of government.”

The President said:

“The states are also encouraged to embark on projects that will meet immediate needs of the people taking account of available resources. I therefore urge council members to consider, as a matter of urgency, exploring efficient means of gradually liquidating all unpaid salaries of members of staff, which have brought untold hardship to thousands of families.”

“I would like also, as a former governor myself to remind us of the need for neighbouring states to cooperate closely on projects such as interstate and feeder roads, soil erosion, desertification and other developmental programmes. Our country is one and we who have the responsibility to run it must lead by example. As far as it is possible, there should be distance between politics and development programmes.”

Buhari also assured that the Federal Government under his administration would ensure more accountability and transparency in the distribution of Federal funds.

Okonjo-Iweala Ex-Finance Minister spent $2.1bn without approval - NEC

The Federal Government has accused former Minister of Finance, Ngozi Okonjo-Iweala, of spending $2.1bn from the Excess Crude Account without approval.

This was disclosed on Monday, June 29, 2015, by the National Economic Council(NEC) which is chaired by Vice President,Yemi Osinbajo.

The NEC also consists of Nigeria’s 36 state governors and Central Bank governor,Godwin Emefiele.

“We looked at the numbers for the Excess Crude Account. The last time the former Minister of Finance and Coordinating Minister of the Economy, Mrs Ngozi Okonjo-Iweala, reported to the council, and it is in the minutes, she reported by November 2014 that we had $4.1 bn,” Edo State Governor,Adams Oshiomhole told journalists after the NEC meeting in Abuja.

“Today, the Accountant-General Office reported we have $2.0bn. Which means the honourable minister spent $2.1bn without authority of the NEC and that money was not distributed to states, it was not paid to the three tiers of government,” he added.

Oshiomhole had earlier accused Okonjo-Iweala of borrowing heavily to satisfy the expenditure of the Goodluck Jonathanadministration.

Buhari Heads to roll as President's anti-corruption war takes off

Following President Muhammadu Buhari’s recent statement that his government will ensure it retrieves looted funds kept in foreign banks, his Special Adviser on Media and Publicity, Femi Adesina has confirmed the move.

Speaking in an interview with Saturday Punch, Adesina said the search for the funds, which are kept in Switzerland, the United KingdomUnited StatesFranceGermany,British Virgin Islands, Liechtenstein andLuxembourg, will not be limited to these countries alone.

“The search will not only cover UK, US, Switzerland, Germany and other known havens for Nigerian looted funds but will cover everywhere under the sun. Anywhere and everywhere that the looted funds are, we have an assurance from the United States of America to assist us to repatriate these funds from anywhere under the sun,” he said.

According to report, the Federal Government’s investigation is meant to identify the individuals involved in corrupt practices and ascertain the sums of money involved with a view to retrieving them.

It was gathered that anti-corruption agencies play a vital role in the corruption fight, which is targeted at corrupt government officials in the recent past administration and their private sector collaborators, among others.

Adesina said that the Federal Government plans to engage the services of foreign private investigators who will in tracing and find looted funds belonging to the people of Nigeria.

“Everything that needs to be done to get all those funds repatriated will be done, including engaging private investigators,” the Presidential spokesperson said.

Buhari had lamented that the Goodluck Jonathan administration left behind a near empty treasury.

According to Adesina, the foreign search for looted funds that belong to Nigeria is part of the mandate Buhari was tasked with at the recent G7 summit in Germany.

He said, “when the President met with the G7, the promise that the American President gave him was that Nigeria should just provide all the facts, the figures, the statistics, including the banks.

“He promised that if Nigeria could make the information available, then the US will help in recovering the stolen funds.”

“The assurance the President has given is that within the next three months, we have to concentrate on getting those monies back to the government coffers.”

A few days ago, Buhari had said that his administration has received firm assurances of cooperation from the US and other countries in his bid to recover funds stolen from Nigeria.

Saraki Senate President accused of non-citizenship, theft

Senate President, Bukola Saraki has been accused of petty theft and is also alleged not to be a citizen of Nigeria.

The allegations were made on Sunday, June 28, 2015, by controversial online news platform, Sahara Reporters via Facebook and are backed with supposed photo evidence.
“Bukola Saraki: The President of the Nigerian Senate Is not Even A Nigerian Citizen,” the first post on SR’s Facebook page read.

In accusing Saraki of theft, SR said:

“Some police officers found out that Bukola Saraki, who is Nigeria's Senate President, was a petty thief as of 1990, he was actually charged with theft of N510,000 at Societe Generale Bank of Nigeria. The officers warned in a report that Saraki was about to liquidate the bank by looting it, but no one listened until his siblings, cronies and relatives eventually did.”

Since the accusations were made, many have criticized the platform and editorOmoyele Sowore as it’s believed that Saraki is being attacked due to his falling out with the All Progressives Congress (APC).

Saraki has been at loggerheads with the party since his emergence as Senate President on June 9.

The situation was further aggravated after he defied the party again in choosing principal leaders of the Senate on June 25.

Buhari 'We'll show Boko Haram no mercy' - President reacts to recent Borno, Yobe bombings

The President Muhammadu Buhari has condemned the latest Boko Haram attacks inBorno and Yobe states, describing the terrorists as “cowards who lack any moral inhibition and any iota of humanity to reason compassionately.
He said they will not be spared in Nigeria.

”They will not find Nigeria a safe haven, because “they would be hunted down without mercy and compromise,” he assured.

This is contained in a statement issued by the President’s Senior Special Assistant on
Media and Publicity, Malam Garba Shehu.

The President said he is deeply touched by these mindless incidents of violence on innocent people during the month of Ramadan.

According to the President, the terrorists are enemies of everybody, and enemies of humanity everywhere.

He said, "no sane people who believe in any God would be destroying the lives of innocent people in cold blood, terrorists don’t represent any religion.’’
The President said the pattern of the terrorists' indiscriminate violence against innocent people has shown that they represent nothing else but anarchy and devilry.

"In what appears to be one of his toughest expressions of outrage, President Buhari reminded the terrorists of his uncompromising resolve to tackle them with all the resources at the disposal of his government.

“Make no mistake about it: this government is ever determined to discharge its fundamental duty of protecting the lives of its citizens from physical threats from any groups bent on creating chaos, confusion, and on destroying social and economic life of the people,’’ the statement said

Buhari, who extended his sympathy to the families of the victims, reassured all Nigerians that his government would never succumb to terrorist's blackmail, and that the security forces would confront the Boko Haram bandits to the last man.

He reassured Nigerians that security would be tackled by his administration with vigorous determination.
The President, however, advised Nigerians to show more vigilance and be alert to the presence of suspicious people around them, adding that “the terrorists are enemies of religion and humanity.”

He explained that “no true believers in any God would target worshipers, holy places, or people who are fasting and other innocent Nigerians.”

Buhari 30 days after, these are the highs and lows of President's administration

In this time Buhari has shown that the priorities of his government will be the fights against terror and corruption, but he has also shown that he is in no hurry to bring the change he promised.

This can be seen from the President's lack of a cabinet 30 days after his inauguration.
Staunch supporters of the President are urging Nigerians to be patient with their new leader, who no doubt has a lot of work ahead of him.

However, after witnessing an almost endless period of corruption and ruin in the country and most recently being troubled with fights in the ruling All Progressives Congress (APC) and the National Assembly, most Nigerians just wish their President would get on with it and stop wasting precious time.

Below are the highs and lows of the Buhari administration:
HIGHS:
  • Inauguration Day: Buhari’s election win proved to Nigerians that citizens of the country could indeed control their fate. On his inauguration day, the atmosphere was thick with hope for a new beginning and he revitalized the nation when in his speech he said “I belong to everybody and to nobody”.

  • Relocation of military command centre: While giving his inaugural speech, the President declared that the military command centre against terrorism would be relocated from Abuja to Maiduguri, Borno State in order to intensify operations against terrorist sect, Boko Haram.

  • Attendance of G7 summit: Buhari’s attendance of the G7 summit was a sign that the world was ready to take Nigerians seriously.

  • Niger and Chad visits: Shortly after being sworn in, Buhari visited Chad and Niger to begin talks on the formation of a concrete joint multinational force against Boko Haram.

  • US donation to terror fight: Within the first month of the Buhari administration, the US announced that it would be donating $5 million to the fight against terror in Nigeria.

  • Dissolution of NNPC board: Buhari recently ordered the dissolution of the board of the Nigerian National Petroleum Corporation (NNPC). The NNPC has been plagued with allegations of fraud in the handling of Nigeria’s vast oil wealth.
LOWS:
  • Delayed Cabinet: One month after he took office, President Muhammadu Buhari has not appointed any ministers into his cabinet. The appropriateness of this in a country that is already on edge is highly questionable.

  • APC fight: The disagreement between members of the APC on National Assembly leadership positions has disappointed many Nigerians who have now come to expect a fragmented reign from the current ruling party.
Buhari still has a term of four years to complete so there’s still time for him to begin working miracles in this country which desperately needs them.
However, the general message that Nigerians seem to be passing to their new President is: “Quickly sir! Quickly!”

Bisi Akande ‘Saraki, Dogara rebellion backed by Northern elite, oil barons,’ APC chieftain says

Former Interim National Chairman of the All Progressives Congress (APC), Bisi Akande has said that the emergence ofBukola Saraki as Senate President andYakubu Dogara as Speaker of the House of Representatives was backed by Northern elites and oil barons who feel threatened by President Muhammadu Buhari’s anti-corruption war.

Akande also described the rebellion as a ‘conspiracy of the North against the Yoruba.’

The APC chieftain made the comment via a statement released on Sunday, June 28, 2015.

It reads:

“Before the party knew it, the process had been hijacked by polluted interests who saw the inordinate contests as a loop-hole for stifling APC government’s efforts in its desire to fight corruption.”

“Most Northern elite, the Nigerian oil subsidy barons and other business cartels, who never liked Buhari’s anti-corruption political stance, are quickly backing up the rebellion against APC with strong support. While other position seekers are waiting in the wings until Buhari’s ministers are announced, a large section of the Southwest see the rebellion as a conspiracy of the North against the Yoruba.”

“Now that the whole conspiracy has blown open, it is doubtful if the present institutions of party leadership can muster the required capacity to arrest the drift. It is my opinion that President Buhari, and the APC governors should now see APC as a wrecking platform that may not be strong enough again to carry them to political victory in 2019 and they should quickly begin a joint damage control effort to reconstruct the party in its claim to bring about the promised change before the party’s shortcomings begin to aggravate the challenges of governance in their hands.”

Saraki and Dogara contested and won the positions despite being excluded by the APC via a straw poll.

Saraki 'I didn't make a deal with PDP' - Senate President opens up

Senate President, Bukola Saraki, has revealed the drama that preceded his election as the eight senate leader, saying there was a plot to abduct him a day before the election, while denying reports that he made a deal with the opposition to make Ike Ekweremaduhis deputy.

In an interview session with journalists on Saturday, June 27, Saraki revealed that after he had gotten wind of the abduction plot, he changed his itinerary by arriving the parliamentary car park at 6am on Senate inauguration day, June 9.
He said he stayed in his car until 10am, and then walked into the chamber.
Saraki also refuted the rumour that the price he paid for his victory was for the People’s Democratic Party’s (PDP) Senator Ike Ekweremadu to return as the deputy Senate President, noting that the absence of the All Progressives Congress (APC) senators in the chamber paved the way for Ekweremadu’s emergence.

“Never in our wildest imagination did we envisage that some senators would not be present on the day of the inauguration,” he said.

Speaking further, Saraki explained, “first of all, as regards the meeting (at ICC), on the morning of the inauguration, I didn’t finish at a meeting until 4:00am of that day and I had got information that efforts would likely be made to make sure that I didn’t get access into the chamber.

“So, as early as 4:00am and 5:00am, I had made contingency plans that I must get into the National Assembly because the plan before was that senators-elect should go to Transcorp Hilton Hotel around 8:00clock and 9:00am to proceed to the National Assembly.

“But I was advised that it would not be safe or it would not be secure for me to do that because if some people made sure I didn’t get into the chamber, it would not be possible for me to be nominated, for the nomination to be seconded and for me to accept the nomination.

“I can tell you today that I was in the National Assembly Complex as early as 6:00 in the morning and I stayed in a car in the car park till quarter to 10:00am. That is the truth. I stayed there and I was there with no communication whatsoever.

“So, anybody who said he spoke to me to go to the ICC was not being truthful because I didn’t even know what was going on. All I was monitoring was how people were arriving the complex.

“It was just before 10:00 that I got information that the Clerk to the National Assembly had entered the chamber. So, I got out of the small car I was inside, stretched myself and put on my Babariga because I didn’t have it on before then.

“I walked from the car park into the chamber. That was why some of you would have seen that I looked very tired that morning.

“Even when I was in the chamber, I didn’t know what had transpired earlier. The only thing I observed was that it appeared that some of our senators were not in the chamber, but because the fact that my colleagues arrived in batches, I had the opinion that they were on the way and, by 10:00am, the programme started.

“Before I knew it, my election had come and gone. Even my people were worried; it was only when I got into the chamber that they were relieved.”

On Ekweremadu’s emergency as the  Deputy Senate President, Saraki said, “in my own view, and, in the view of some of those who worked closely with me, I worked hard for my election. I had direct contact with every single senator, one on one; weeks leading to the election, I did not rely on anybody. I worked hard; both in our party, the APC and out of it.

“I approached every senator, I talked to them, we built confidence, not only in the APC, but, also, in the PDP. I talked to them. That was why I laughed when people said I had a deal with Ekweremadu or I had a hand in the emergence of Ekweremadu.

“I didn’t need any deal to win. I had penetrated, there was no deal; I didn’t need any deal in the first place. I had worked hard such that everybody who was a Senator, I campaigned hard and canvassed for their votes and won their confidence.

“At one of the meetings held at Transcorp Hilton which Senator Godswill Akpabio co-chaired with Senator Ibrahim Gobir and a few others, which had both APC and PDP members, if you heard most of them there, the position they took was that ‘this is the Senate President they want.’
“Across party lines, that day they believed in me and that this is the Senate President that can lead us, there was no deal.

“Sometimes, I wonder how some of our colleagues found themselves at the ICC. If it had been a case that the Clerk of the National Assembly had made an announcement and the event had been postponed or it was no longer holding, plus, the invitation, I’m sure some are asking now, what really happened?

“First of all, the PDP senators had announced to the public that they were supporting me without even meeting me because, in their own meeting, majority had decided to vote for me.

“In their own interest, strategically, they decided that, `look, this is a fait accompli’ because 30 of their own senators were going to vote for this man anyway and the remaining felt it was better to join.
“It wasn’t until 2:00am that they called us to tell us their decision . With regards to the deputy, when they told us that they had a candidate, we, too, told them we had a candidate for Deputy Senate President in the person of Senator Ali Ndume!

“After our own meeting, it was our thinking that it was after the election of the Senate President that the two groups in APC would meet and we would agree on a candidate. We never in our imagination thought they would not turn up. By the time we got there, we were only 24 while the PDP was  more than 40.

“In an election, there’s no way they would not have defeated us and that was what happened? And now, when people say it was a deal, I say that if the CNA had started the procedure in the House of Representatives first, and moved to the Senate, thereafter, today, we, the APC, would have had a deputy Senate President.”

“It is unfortunate that we have a PDP man as deputy Senate President. It is painful. It is painful for every APC member because when we went through the struggle, that was not what we signed for. But it has happened; but it is unfortunate and it is not fair to put the blame on one side because it is a combination of errors and miscalculations that led us to have, that morning, some Senators were at another place instead of being there.

“So, to suggest that it was out of a desperate act to emerge, is what I reject completely and those who followed the events would know that I didn’t have that deal to emerge.”

Female masturbation gets new name!

Sweden has an unofficial new term for female masturbation, it is "klittra."

"Klittra" is a combination of two words, "clitoris" (klitoris) and "glitter" (glittra.)
The coinage came as a solution to a problem that was brought forward in last year when a  lady called Kristina Ljungros, the spokeswoman of the Swedish Association for Sexuality Education (RFSU), pointed out that there is no specific term for female masturbation.

"When it comes to masturbation, people mostly think about just men doing it and we don't think of it as common for women. If we don't have a word in the language, how can we even talk about it?"

As a proactive measure, they had women submit ideas for a new way to describe female pleasure/masturbation.

Out of over 1,200 responses, "klittra" was the winner, other names submitted included "pulla," "runka" and "selfa."

Concerning the new term which the RFSU is trying to get into Sweden's dictionary,Kristina says;

"We are trying to put sexuality on the agenda -- the positive aspects, we want to focus on the good parts, the lust."
Congrats to Sweden for finally putting female pleasure on the map.

University lecturers threaten to boycott work over FG's directive to sack staff school teachers

The Senior Staff Association of Nigerian Universities (SSANU) have threatened to stay off work over the Federal Government’s order to stop payment of salaries of teachers of University Demonstration Primary Schools (UDPS).

In registering their displeasure, hundreds of the union members, led by its National Vice-President, Eastern region, Leku Ador, staged a protest on Friday, June 26, at the University of Port Harcourt campus in Choba, RiversState.

According to Ador, the union is reacting to a circular which directed Vice-Chancellors of federal universities to stop accommodating UDPS teachers in universities emolument structure.

“Recently, we received a circular from the Federal Ministry of Education with intent to disengage from the funding of UDPS in the country.

“National Salaries and Wages Commission together with the Nigerian Universities Commission (NUC) and the Ministry of Education were part of our negotiation in SSANU-Federal Government 2009 agreement.

“This agreement contained, among others, that government will continue to fund UDPS-Staff schools in our various federal universities,” he said.

He pointed that the result of the move will be a hike in school fees and sack of teachers as private operators of the schools might not retain them.

Ador added that university lecturers, other staff members and indigenes from host communities send their children and wards to the UDPS as its fees are affordable.

The lecturers queried why government would withdraw funding for the UDPS and not extend same to Command schools of the Navy, Army, Air Force and Unity Schools.

“Teachers in Demonstration Primary Schools have the same appointment letters like other staff in the university, and so, why would government single them out and leave others?

“Command schools which take far more funding from the Federal Government are not in that report which only points to marginalisation of our teachers.

“It will be wrong for government to reduce cost of governance by retrenching workers, especially when salary and allowance of one parliamentarian is equivalent to salaries of 100 teachers combined,” Ador said.

He urged President Muhammadu Buhari to direct Federal Ministry of Education to withdraw the circular as failure to do this will force the lecturers to go on indefinite strike.

“The industrial action which will be unprecedented, will not only affect students and the education sector, but will question President Buhari’s promise of creating employment for Nigerians,” the union VP said.
